Exactly.  In a close election, the difference in the popular vote might be a
few small states visited by one candidate but not the other.  Thus one would
imagine that the candidates would leave no stone unturned.  As I've said
before, the EC allows the candidates to ignore huge blocks of voters such as
those in N.Y., Texas and California in the past election because one candidate
or the other has them sewn up early on.
