That's almost unthinkable around here and everywhere else I've ever lived. I 
dimly recall advertizing campaigns from the late 1970s urging people, "Give 
a Hoot - Don't Pollute" referring to not littering and a massive effort to 
put trash cans on street corners. Can anyone slightly older than me comment 
on whether or not there was a general change in attitudes towards such 
casual littering in the late 70's/early 80's?
