The constitution is the supreme law of the land. The numbers quoted above
are those required  to ammend the constitution.  Other laws, that are not in
conflict with the constitution, require a majority in the house and senate
and the signature of the president.

BTW, Heinlein is a conservative/libertarian who makes JDG look like a
flaming liberal.  I could read his books and live with that just fine.  It
is his pro-incest viewpoints that developed in later books that got to me.
