This refers to the Republicans who are associated with the Northeastern
aristocracy.   Like current Sen. Lincoln Chafee, they have been Republicans
for generations, because the Republicans are the Party of business and
wealth, as opposed to the Democrats, which are the Party of the commoners.

Today, Rockefeller Republicans tend to favor slightly lower taxes (but not
drastically so.)   They aren't particularly opposed to big government
social programs, so long as government stays out of the way of business.
They are nto particularly religious and have far more in common with the
Democrats than the social conservatives on social issues.
