Perhaps the reporter meant the baggage of being the clean up guy in the Salt
Lake City bribery investigation.  As the clean-up/hatchet man, Pound would
have attracted a lot of negative attention from those with something to
hide - the same goes for his chairing of the World Anti-Doping Association.
The referees aren't liked in most sports - I think that Mr. Pound was in
that position.

I find it hard to believe that a person with any hint of scandal would have
been appointed chair of the World Anti-Doping Association, or to do the
bribery scandal investigation, but I remain open to other evidence.
