Florida's.  The same place the "objective" decisions concerning the rules
were coming from.  The bottom line is that Gore's victory margin in the
national election was far greater than Bush's in Florida (in %, not just
absolute numbers), and it included the vast majority of absentee ballots.
I
had a running debate with a resident list Republican during that time, and
while he predicted it would go away, he finally agreed that the margin was
more than the uncertainty due to any outstanding absentee ballots.

That would be me, I think :-)  First, there's no question that Dan is right
that Gore won at least a plurality of the popular vote.  All of the
absentee ballots were counted in every state - there's a rumor going around
that such was not the case, but it is not, in fact, true.  Slate Magazine
dealt with the issue if anyone wants to look it up in more detail.  Second,
however, I don't think Dan is being quite fair.  _Both_ parties attempted
the same sort of thing in Florida - Gore staffers purposefully tried to
eliminate military ballots in Republican parties, and vice versa.  The NYT
went into this in truly exhausting detail.  The two conclusions that I drew
from the article, and they seem to be the ones that almost eveyrone drew
from it, were that:
1) The Bush people were just tactically so superior to the Gore folks that
it was like a high school football team playing the Baltimore Ravens and
2) It didn't matter, because Bush would have won Florida anyways.
