Ah, here we come to a problem. Diplomacy is the property of Hasbro,
which owns the copyright to the rules. It would be a violation of
their copyright to post an electronic version of the rules on the
internet, and Hasbro has not elected to publish a version of the rules
on their own.
So, the only legal way to get a copy of the rules is to buy a copy of
the game. However, the rules are very simple. If you go to a site
like www.diplom.org you will probably be able to get a good
understanding of the rules, although of course they will not actually
publish those rules. If you want a quick course in how to play the
game then that can be explained...but no one could give you a copy of
the rules themselves.
