You will probably not like to be reminded of this, but before you can let
him feel "the strength of your justice", you will need to do two things first:
- You will have to *find* him.
- You will have to prove that he is guilty.
As a citizen of a civilised Western nation, surely you will agree that a
person is innocent until proven guilty.

That is impossible. When you find and kill the terrorists, their friends
and relatives will seek revenge. It is not possible to completely remove
terrorism from the face of the world -- unless you wipe out the entire
planet's population. I think that would be too drastic even for people like
you, who are perfectly willing to reduce a country to a pile of radioactive
rubble to get revenge.
