Think about it from our enemies' perspectives:

If they launch a nuclear missile at us, we'll KNOW where it came
from regardless of if we can shoot it down or not.  I'm sure
there's not a force in the planet that would stop us from turning
the whole country into rubble in a matter of minutes.  It's
suicide on a scale I don't think anyone's willing to take.  When
a FEW people crash planes into buildings, there's still people
left to continue fighting.

So launching missiles at us is beyond crazy.  What do you do, then?
Why not send someone over here who opens a little vial once he's
in an airport, and a few weeks later, everyone's getting very sick?
I'm sure it wouldn't be THAT difficult to get a nuclear bomb of
some sort into the country and into a very populated area.

Launching missiles at us is just insane when there are so many
other avenues of attack which are just as effective and MUCH harder
to trace back to who did it.  Why kill yourself for one shot
when you can attack MANY times if you're a bit more sneaky?
