Pretty much, yep.  Or if Saddam dies and the country is remade in the
course of a subsequent civil war as his henchmen vie for power, etc.
States like Saddam's are not a new phenomenon, and they tend to follow
that kind of script.  Or if we're lucky Saddam could mellow in his old age
and turn government over to a less vicious subordinate, but I doubt
that'll happen any time soon.
