If it was an unprovoted killing of civialins going about their daily lives
(e.g. opening fire in a mosque) certainly.  I know of one instance when that
has happened, and the person was arrested.

Do you believe that there is no moral difference between setting off a bomb
in a market that is intended to kill indiscriminately, and targeting someone
who has personally taken military action against you and yours and has
personally caused death?

Do you suggest that the only possible way to fight a war of self defense is
try and find guilty everyone that is fighting against you, and then arrest
them?
