My impression (it's been a while since I read the books) was that the Shallow Cluster was chosen because the goal was to find mistakes in the Library, and the Shallow Cluster, being the ass-end of space so to speak, seemed a good place to start looking for errors because it was the sort of place nobody would normally want to go..
