Melbourne and Sydney receive pretty much all the migrants, so their foreign born populations are very high, but many of the older (and therefore white, Aussie born) residents of those cities are moving to the warmer climate of Queensland, so the change in ethnicity is much much greater than the change in total population. By contrast, Queensland's population is growing exponentially, but there is very little change in our ethnic makeup.
