No matter how many terrorists you kill, you can never know for sure how 
many there are left. So, how many people would you have killed before you 
believe the number of terrorists has decreased so much that terrorism 
ceases to be a major threat? One hundred? One thousand? Ten thousand? The 
entire Middle East minus Israel?

Killing off vast numbers of people is not going to solve the problem. It 
only takes a small group of people to get an awful lot of damage; all they 
need is something that makes a very big bang.
