Axis
                1. An alliance of powers, such as nations, to promote mutual
interests and policies. 
                2. Axis The alliance of Germany and Italy in 1936, later
including Japan and other nations, that opposed the             Allies in
World War II. 

Bush could have been wrong, since they do not share mutual interests or
policies. However, this could also be interpeted to mean that by mutual,
they both have identical interests and policies, but are they are not
associated or allied. Note that the definition does not state that the
powers have to be nations. This means that terrorist organizations could be
columinated into an Axis with nations.
