mandate in Middle East Israel was declared 15-May-1948.

First - the answer is yes. Second  - I think you have a wrong impression of
what is "refugee camp" in Israel is. It's, usually, pretty modern city with
conditions that are better than some cities in Arab countries that are not
refugee camps.

that somewhere there is a grown up hiding behind them, who either believes
they have more chance to survive or simply dies not care.
