I think being HOT would be a _good_ reason to use
DST, because people usually sleep late at night and
wake up with the Sun. That extra sun-hour in the
morning, when everybody is sleeping, is a waste of
a natural resource.
 
And even if you don't have a beach to enjoy the extra
sunlight in the evening, I guess there are swimming pools :-)
