Have you read "Inside the Third Reich"?  One point that amazed me when I
read it is how sensitive Hitler was to public opinion.  He didn't ration the
chemicals needed for permanents, even thought the lack of it was hurting the
war effort because he didn't want the German women to go against him.

I don't think that the average Aryian was very much at risk from the German
government.  Indeed, the % of "real" Germans that were killed by the Nazis
from 30-45 was smaller than the percentage of Russians that were killed by
the Communists from 30-40.
