It's not going to be determined by the listowners, at least not
unanimously.  I refuse to get involved in drafting such a list, unless
it's *extremely* short.  As in, the only one on it is the only one to have
been blocked from posting in the past by unanimous agreement of those who
were listowners at the time.  (And I don't want those posts singled out in
an archive, because in totality, they are the most offensive stuff to be
posted in the history of the list, IMO.  And I've been around here since
the second or third week or so, so I've seen a *lot* of list history as it
was unfolding.)
