If I were involved in such a thing, I would feel obliged to make a
transcript of the discussion (probably asking if anyone objected to
having their posts transcribed and deleting the objector's posts), post
it to the main Brin-L, explain what happened, and invite others to join
in discussing the subject on the main list.

I would also propose that the entire "test" discussions be archived to
be placed on a public website, and made sure that everyone involved knew
this would happen.

How would the managers be chosen? Sure, anyone can be one, but at
any given time, WHO is a manager? It sounds like you are going to
have to get into voting. Kind of like voting for court justices. Maybe
that would work, but it seems heavy handed to me.
