The keyword here being "UN". If Iraq broke a treaty with the UN and/or 
defied an UN resolution, then it is up to the *UN*, not the *US*, to decide 
whether or not to attack Iraq.

If you and I enter into an agreement, and you subsequently violate that 
agreement, who should be the one to decide whether or not to take some form 
of action against you: me -- or my next-door neighbour who is not party to 
our agreement?
