You have my deepest sympathies. I've gone through various cycles of these kinds
of experiences last year when we tried to move into this house for a couple of
weeks. Had some successes but it cost me a lot of restrained to not start
yelling and shouting and abusing the person on the other end of the phone
line/service desk when yet another visit was apparently not taking place
without any notice. The usual excuses were something along the line of "not
showing up in the schedule for today" "delayed because of other more urgent
work" while I was standing in a puddle of water from a bodged job by the same
company, "are you sure you made that appointment with our firm?" or other
excuses that mostly felt like a personal insult. One thing I learned. It
doesn't pay to be abusive to the person on the other end. Swallow your pride,
demand the manager, explain the situation and ask for a discount on the work
for the inconvenience you have because of the system they use. Play the victim
and milk it as much as you can. Be patheticly helpless to help them and pretend
to be the mangled victim of their system, it really really helps to play on the
sympathy nerves. If that doesn't work abruptly change to the competent bysiness
type. Compliment them on the way they thought through their system, offer that
a second call an hour later would have been an option to prevent all this,
suggest to them that they could have warned you that there is a call system so
that you could have taken appropriate action, and demand this mess to be sorted
at their expense. But then again.....

Same as the notes I get from workmen showing up without an appointment,
"because you weren't home (as if I don't have anything better to do then wait
for them to show up) we can not do the job you require us to do". HA!. Should
have made an appointment you stupid *&%#@!. It is simply infuriating and in the
end.... what can you do except keel over, make another appointment and hope
this time it will all work out, they show up and you never ever have anything
to do with them ever again. <BIG SIGH>
