While I was still on active duty, I had an NCO working for me who was
writing a Trek TNG novel.  He had submitted 3 chapters and an outline.  He
didn't have a deadline but believe me he was pulling his hair out trying to
make it just "right" according to whoever make those kinds of decisions.  He
told me there was so much "you can say this" and "you can't do that" that he
was wondering if it was workth the effort.  So novel writers have many
wickets to pass.

He was transferred before he finished so I don't know if he ever finished.
