Still quite true for many.  And there was just an article in the local paper
that said we had better not be counting on off-duty police and fire
personnel to be able to come to work in a hurry if they're needed.  Many of
them live several hours away because they can't afford to live in the cities
where they work.  I recall a couple of years ago a Sunnyvale cop telling me
that he was only able to live nearby because there's a landlord who always
like to have a few cops living in his apartment complex, so he gives them a
great discount.  Come to think of it, I wonder if that's legal.  Not that
I'd be the one to complain...

In Pittsburgh (home of FOP local #1 and IAFF local #1, the police and
firefighter unions), living in the city is required for such employees (or
at least was when I there).
