Gautam, California addressed that issue too, by issuing "emergency"
credentials to many people who would not meet the usual requirements.  Right
now, we have about 42,000 such teachers, out of a statewide total of
301,000.  The number of "emergency" credentialed teachers is expected to hit
65,000 in the next two years.

See, we've also taken care of the problem of finding qualified teachers.  Or
maybe it was just an end-run around the unions.
