Yes, I think they picked early church leaders...mostly folks who's writing
had survived.

I'd guess so, or otherwise their writings would not be preserved.  But,
there were a number of writers with some authority during that time.

Further, writers who's philosophy was refuted at the Council at Nicia were
a lot less likely to be preserved.

In the defense of the folks who came up with that list, we need to remember
that scholarship in ancient history was not anywhere as developed 200-400
years ago as it was today.
