I think that my caveat of "ideal goal" answers that. If society is unable to meet the reasonable expectation of the child to have a mother and a father, then non-traditional families may be employed. The pruimary consideration, though, is that there is no "right" to adopt, rather "adoption" is wholly about doing what is in the child's interst.
