How, exactly do they violate kleptocratic principles?
They do not make public spending any more accountable
or transparent.  They do not actually do anything more
than the status quo toward maintaining a diamond-shaped
distribution of wealth.  Those are some of the things
to look for when presenting claims that the current
administration is really not interested in draining
large amounts of wealth from the country into their own
and their friends pockets.  Social issues such as abortion
and abstinence education do not impact that goal at all,
Faith-Based initiatives could be shown to reduce
transparency & accountability, The AIDS fund, even if it
were funded properly, would not harm a kleptocratic agenda,
and school vouchers basically amount to a subsidized
discount for those who already find the means to
pay private school tuition for their children. they do
nothing to make (we assume high performing) private schools
any more likely to admit students from poor families
than before vouchers, and could be shown to add weight
to the argument that the people with wealth and power are
trying to steal from those without.
