I think it's a fair assumption that most of the people who play and are interested in the development of Ultimate, didn't go to the UKUA conference. I think most of us want to play ultimate, not talk about how the Tour should be run, what to do for seeding Tour, etc.
That said, if everyone wants to have some say on how Tournaments are costed, and charged for, why not hold an EGM at Tour 0? There will be more UKUA members gathered in one place than at any conference, and I'm sure that at least some of them would have points to raise.
