Although the rule has been in place for a while, it hasn't been used very often. Maybe once per season? Twice?
As a result, people expect, and play with the expectation, that there will not be a foreign team playing in the next Tour. The addition of a guest/foreign team shifts the promotion and demotion spots in both Tour A and B. This can destroy a team who had thought they were playing for promotion, only to find that despite coming 3rd they won't be promoted because some team they've never heard of, let alone played, wants to come to England for ONE weekend while they've played hard all summer. To improve things, I think publicising well in advance of Tour when a foreign team will be entering, and to make it crystal clear on the previous Tour, which placings will be promoted or demoted. Alternatively, make the addition of a foreign team a regular thing, as suggested by someone else (I think 1 per Tour event would work.) That way people know what to expect, and when there is no foreign team, the extra team who get promoted are chuffed to bits, rather than the being p**sed that they weren't promoted when foreigners show up. That aside, finding out that an Austrian team are "looking to enter Tour 1" doesn't inspire confidence that they will show up. Either they've entered or they haven't, and will be playing Tour A or Tour B. I'd expect the cut-off date for entry for foreign teams to be earlier than that for home grown teams, especially due to the discussion this has incited, and which it does every time. I'd suggest it should be a week before the previous qualifying Tour, so teams at Tour can be certain of their position, and where they'll be playing at the next Tour. The thing to note about all this foreign team discussion is that the rule has been in force for 3 or 4 years now - there is provision in the official tour rules for visiting foreign teams to be seeded up near the top as is seen fit. There's no point arguing about it, it's in black and white. On the other hand, if we wanted to change this rule for next season, that might be a more fruitful discussion. As mentioned by someone already, with the advent of EUCS and such, there mightn't be any need for foreign teams to come over and give our top teams more competition/experience/variety. Do people think that foreign teams should continue to be allowed entry to tour? Or has the rule outlived it's applicability? Or do folk like the 1-per-tour idea?
