The rules don't explicitly say. It just talks about visiting teams.
Interestingly the rules do talk about making A events after Tour 1A into
18 team events if a foreign team or teams were to be included, rather
than taking a promotion spot away.

Before a bandwagon starts, I wasn't suggested taking Paddy Murphy's spot
away!

How many spots are to be allocated to foreign teams then?
If Paddy are taking one and the Big EZ another then we only have 14
British teams in the A Tour.
