I think Aura's got a point, in that you need at least 20 players in a squad to
have any chance of regular 7 on 7 practices (which are totally necessary
between tournaments, if you're going to take it seriously).
I've got a few other questions, just intended to explore more of the
consequences of introducing a '14-person team' rule:
- assuming the total squad has more than 14 people at the tournament, are the
'left-overs' allowed to sideline for the match (i.e. actually have a useful
role) or would they be limited to only spectating? (and could that ever be
enforced?)
- would injuries just mean that O and D lines have to start mixing it up, or
would you be allowed to bring an injury sub into the team during the match? (or
limit the team size to 16 to allow for this possibility)?
There would seem to be good reasons for capping overall squad size somewhere
less than 32 (including reducing headaches for captains trying to pick a team!).
But I wonder if that would necessitate a shake-up of the UKU calendar if this
rule was applied in the UK: smaller clubs = more clubs = more entries to tour
events = greater need for regional competitions, pre-tour qualifiers (or giant
venues)...?
