I don't think a maximum player limit should ever be enforced. Whilst it can be frustrating being a part of a large squad and not getting much pitch time... if that's the way you feel there is nothing to stop you from joining another team with a smaller squad and playing for them.
Last weekend I participated in my first American tournament and it wasn't uncommon for a team to have squad sizes of 20+, which was certainly a good thing for a 3 day tournament. As Rich pointed out, if this rule were to be enforced then the better teams that already have a 2nd or 'B team' would simply open up a 3rd team so that more people can play.... with smaller squads we would see higher rates of fatigue, dehydration and injury.... teams that suffer injuries halfway through the tournament would find the remaining players more likely to get injured and there isn't really a benefit there for anyone.
