That's exactly what happens, it's the bounding box of all primitives. It behaves that way so that the entire wireframe draws entirely in-view for mged. Of course, for the rt* tools, that's lame. Begs for another option to autoview, perhaps to only consider union and intersection primitives. The real/robust solution -- which we're not yet capable of calculating -- requires converting all primitives to brep/nurbs (done), evaluating the boolean intersections for all surfaces (not done), then extracting an exact bounding box (done).
