I think that is very old terminology, and not only Belgian. Germans seem to know of a Double-Bock, and I seem to recall some old Danish book mentioning some sort of double beer. I think once upon a time a double beer just referred to a stronger one. And when they started to use this new fancy modern pale malt, and wanted to make a fine beer of it, they made a double beer, but even stronger, and called it a triple.
