Can't you just filter on cvs-commit in the name? I used to do that and
it works quite well. Of course, if you're doing digest mode... Never
mind. +1 on the separate list idea if it's not too much trouble to
implement. (I plan to subscribe)

spam moved to a different list - at least CVS commits, but preferably

all the spam (I use text-only digest mode).
I'm not a cactus developer, but even if I were I'd prefer to have the
dev list for discussion only, and be able easily filter the spam to a
separate folder based on the list name.
