Actually I think there is already a cactus-cvs mailing list but it is redirected to cactus-dev by default (that's what I understood).
That said, there are not a lot of commits and I don't think we've reached the point of saturation. I strongly believe that any Cactus developer should follow the CVS commits to understand how the project is progressing. As the dev mailing list is for Cactus developers (and anyone else interested) I feel it is ok. In any case, we are acknowledging Chad's comment on the CVS commit emails. He's the first to raise this issue. I'd prefer waiting and see how other react. If there's a strong demand we'll of course implement this.
