There Is No Way to Peace; Peace Is the Way, was originally written as hand hold star promenades. I think Chart Guthrie told me about using elbow turns, and it's been that way for me ever since. Might have been someone else... It does make the star promenades a bit tighter and the sharing of weight more likely. So, yes, Folk Process indeed!

And, I do share the opinion that good weight on a star promenade is often not achieved...

I've been calling that dance since at least 2000 or so, and my copy (taken
from Erik's "Contra Comments" book, if I remember correctly), has hand
allemandes instead.  I certainly danced it to Erik's calling in 1997-1999,
and I don't recall the elbow turns back then, but it's certainly possible
that it did, and I just transcribed the dance incorrectly.

In any event, I've always had great success with it using hand allenmandes.
