  For example KDevelop has kdevplatform 
https://api.kde.org/extragear-api/kdevelop-apidocs/index.html, just released 
yesterday, but Calligra does not:

  From what I see we're not planning this in the coming months.
  I don't know how much used the kdevplatform is, how it's backward compatible 
for example, does external consumption happen at all, but for Calligra APIs 
it's just not the case at the moment. Hiding the docs won't move us closer to 
publishing.
  
  So the question is where to publish documentation that is of the Calligra or 
Kexi sort. Because the API exists and the documentation exists, it's one of 
larger frameworks of KDE.
