There seems to be a flaw in this logic.  I am not arguing fact here.
I merely want to clarify your thinking here.

Suppose a driver drives a car and hits (or kills) a pedestrian, in
this case, is it the driver at fault or the driver, in your mind,
bears no responsibility at all?

It is safe to infer from your logic above here that you seem to argue
that it was in fact the bumper that actually hits that pedestrian;
therefore, the bumper only responsible for the killing.

Let’s suppose further that Vietnam was the driver in this case and the
Khmer Rouge were the bumpers, in your thinking, does Vietnam bear any
responsibility here?

Again, I just wanted to test if you have a sound logic.
