The "normal" focal length for a film format is usually computed as the
diagonal of the frame.  So for the 11x14 case:

       (diagonal)^2 = (11)^2 + (14)^2 = 317

making the diagonal = sqrt(317) = 17.8 inches or basically 18 inches.

For an 11x18 frame you'd have:

       diagonal = sqrt((11)^2 + (18)^2) = 21 inches
