Apart from the Mr & Mrs Shiny's (whom my wife noted that they appeared
to have a broom stuck up their arse) we also met a chap in an older boat
who was wearing a red and white spotted handkerchief on his head and not
only ignored our greeting but did not even pause his nose picking.

Is this an old boating tradition that we haven't come across before?

I would have thought that nose-picking would have been minor compared with
what Mr & Mrs Shiny were likely to be using their broom for.
