The 1962 Transport Act was the one that got rid of the British Transport 
Commission and established the British Waterways Board, the British Railways 
Board, the London Transport Board and probably other boards as well.  It 
also provided the less restrictive rules that were needed to expedite the 
closure of railways identified by Dr Beeching.

Section 43 is the one that is always quoted when BW are considering charging 
for anything, whether it be for end-of-garden moorings, connection of 
marinas or anything else.  It says something like "BW (and others) have the 
right to levy such charges for their services and facilities as they see 
fit".
