I think that's a misreading of the Act. In my understanding the Act
is silent on this point, which means that any oprevious rules (which
certainly exisited) remained in force.

In our experience, if you tell the local BW people what you're doing
and why they will usually be happy to let you stay. There may be
exceptions on particularly busy sections.

Personally I agree with you,although we probably willlook for a
winter mooring this year. But there are people who want to live
aboard but stay close to their work. In my view (which in this case
coincides with BW's) they shouldn't try to do this under the
continuous cruising rules.
