Orange appear to have fixed this fault at last. I've been pestering them about it since Saturday, and at lunchtime today I pointed out that they were losing customers and it might be simpler if they just changed their roaming charge to zero instead of £8 per MB.
15 minutes later they called me back and said it is fixed now! (Probably just a coincidence...)
