I'll put my head above the parapet. I would always close all gates and 
paddles on locks as I consider it safer for them to be left in that state, 
i.e. gates at each end of the lock would need to fail to contribute to a 
disaster instead of just one gate. Over here in Belgium they have gone to 
great expense and trouble to ensure that no single failure would cause  the 
top pound on the Brussels-Charleroi canal to drain 40km of canal that is +/- 
40m wide by 3m deep into the surrounding countryside. All five routes off 
the top pound would require a double failure to cause a catastrophe.

Just my view.

BTW, can't see any spelling or grammatically errors in the above but no 
doubt Roger will soon put me right ;-)
