As I understand it, this varies from area to area. At one time BW was very
active in negoiiating towpath-maintenance agreements with local authorities,
but in recent years a lot of local authorities have pulled out of these. In
the last three years when I've been judging the Lock & Length competitions
in BW's London Regions, all the towpaths in the lengths I've looked at were
maintained either by BW's own staff or BW-paid contractors.
