Hear hear! It must remain being funded in some way by Central Govt. as
that is the only way it gets a contribution towards upkeep from all
those users that do not pay BW directly for their use of the system. I
am talking about walkers, painters, runners, cyclists, neighbours and
anyone else whose derives pleasure from our canals and rivers without
paying a direct charge for doing so. Why should an asset that is used by
so many be funded by a limited selection of system users only?
