As far as I know OE indents quoted text and inserts the > character by 
default.  Sue (or somebody using her machine) must have switched it off. 
The setting can be altered by going to Tools/Options/Send tab/Mail (and/or 
News) Sending Format and clicking on the Settings buttons.
