It does smack of moisture. The obvious question - is that dark line in line with one of the grout lines? I doubt if the wood would feel damp unless there is a lot of damp coming through. Is the bottom of the panel even darker? - it looks like the black line is getting wider - maybe a plumbling leak from the radiator at floor level?
